ROC Northwest
ROC Northwest is a program of the Northwest Cooperative Development Center focused on building affordable housing through cooperative ownership in Washington and North Idaho using the ROC-USA model.
Established in 2008, ROC Northwest is a program of the Northwest Cooperative Development Center serving residents of Manufactured Housing Communities across Washington and Idaho. We help residents form cooperative business, secure financing, and purchase the community in which they live.
With each conversion, we also commit to providing ten years of ongoing technical assistance. We work with non-profit lenders to not only secure acquisition funding but to finance major infrastructure improvements. We recognize manufactured home communities as viable forms of affordable housing, and work to preserve them through resident ownership.
The ROC Northwest team brings a wide array of specialties catering to the unique needs of manufactured housing community residents and owners. We are equipped to work with diverse populations spanning a wide range of incomes, ethnicities, and races. Our program is supported by the wider ROC USA Network, of which we are a Certified Technical Assistance Provider.
ROC USA affiliates have been working to foster resident ownership for over thirty years and support over 200 communities.
ROC Northwest partners with owners to sell their manufactured home community investment. Once under contract ROC Northwest supports the residents to incorporate as a limited equity housing cooperative with the sole purpose of purchasing their community. At the closing table the resident entity buys the park with financing from dedicated funders. After closing ROC Northwest provides technical assistance to the housing cooperative for a minimum of ten years, assisting them with the task of launching their small business and the management of the community. There are more than 20 resident owned communities in our service territory.

The ROC Northwest program is an affiliate of ROC USA, using a limited equity cooperative model to establish resident owned communities (ROCs) in manufactured housing communities. ROC Northwest has a team of certified technical assistance providers that work with resident members to secure the purchase of their community and navigate park ownership post purchase.
The ROC Northwest program does not own any manufactured housing communities, they are owned by the cooperative corporation.
Today the average resident in the PNW can no longer afford the stabilization of homeownership. Cooperatively developed manufactured home communities offers one solution. This report digs deeper into manufactured housing and the benefits of cooperative ownership.
